Root cause found:

Boot critical file c:windowssystem32driversmutenx.sys is corrupt.
I am trying to install Aster 2.18. Any solutions?

fixed it,
had to do with secure boot uefi and driver signing.

So you disabled the drive signing check during boot up to make it work
