Good news guys. There is no need for symlink any more. Just split the League of Legends folders. Like this;
C:Riot GamesLeague of Legends
D:Riot GamesLeague of Legends
(i think it can be on the same drive either. )
Then each user choose one of them and start playing. I was testing this for days.
I'm using W10.
1 GPU 1 CPU Same IP.

now 08/08/2019, it's working for me. but on past, work with cloned folder on the same harddrive, and now with diferent disk. i'm running 1 on C:/ and partition the second and put folder on with other. i run 3 lol without problem.

The symlink trick still works. Only it needs to be created after launcher.
