Its depend what other people will do
and what kind or program you use to render with what settings
and ofcors what GPU and CPU you got
for dont bother other users you can set your CPU in menager to low priority... them other users should not fell the "pain" of rendering 🙂

If I have 4 stations and they are all used by 4 people and then 1 of them does something intensive like run a game or render an 8K video will this hurt the performance of all other stations or only the one station?

Yes, one user heavy use of the CPU will effect everyone else on the system since the CPU is a shared resource
